Modify HA Restart Priorities

I have had a request from a customer who would like the ability to modify the HA restart priority for a stretched cluster. During a failover they have no way to specify which applications should start before others whether that is required for the application to work i.e. DB start before App or due to the SLA i.e. Platinum workloads should start before Bronze

    Customer is fine with the SRE making the change and adding them below the infrastructure services
